<p><span style="font-size:10pt;color:black;">All I have I would have given gladly not to be standing here today.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">The greatest leader of our time has been struck down by the foulest deed of our time. Today John Fitzgerald Kennedy lives on in the immortal words and works that he left behind. He lives on in the mind and memories of mankind. He lives on in the hearts of his countrymen.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">…The dream of conquering the vastness of space&#8211;the dream of partnership across the Atlantic&#8211;and across the Pacific as well-the dream of a Peace Corps in less developed nations&#8211;the dream of education for all of our children&#8211;the dream of jobs for all who seek them and need them&#8211;the dream of care for our elderly&#8211;the dream of an all-out attack on mental illness&#8211;and above all, the dream of equal rights for all Americans, whatever their race or color&#8211;these and other American dreams have been vitalized by his drive and by his dedication.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">…Under John Kennedy&#8217;s leadership, this Nation has demonstrated that it has the courage to seek peace, and it has the fortitude to risk war. We have proved that we are a good and reliable friend to those who seek peace and freedom. We have shown that we can also be a formidable foe to those who reject the path of peace and those who seek to impose upon us or our allies the yoke of tyranny.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">This Nation will keep its commitments from South Viet-Nam to </span><span style="font-size:10pt;color:black;">West Berlin</span><span style="font-size:10pt;color:black;">. We will be unceasing in the search for peace; resourceful in our pursuit of areas of agreement even with those with whom we differ; and generous and loyal to those who join with us in common cause.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">In this age when there can be no losers in peace and no victors in war, we must recognize the obligation to match national strength with national restraint. We must be prepared at one and the same time for both the confrontation of power and the limitation of power. We must be ready to defend the national interest and to negotiate the common interest. This is the path that we shall continue to pursue. Those who test our courage will find it strong, and those who seek our friendship will find it honorable. We will demonstrate anew that the strong can be just in the use of strength; and the just can be strong in the defense of justice.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">And let all know we will extend no special privilege and impose no persecution. <p><span style="font-size:10pt;color:black;">For 32 years Capitol Hill has been my home. I have shared many moments of pride with you, pride in the ability of the Congress of the </span><span style="font-size:10pt;color:black;">United States</span><span style="font-size:10pt;color:black;"> to act, to meet any crisis, to distill from our differences strong programs of national action.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">…I cannot bear this burden alone. I need the help of all Americans, and all </span><span style="font-size:10pt;color:black;">America</span><span style="font-size:10pt;color:black;">. This Nation has experienced a profound shock, and in this critical moment, it is our duty, yours and mine, as the Government of the United States, to do away with uncertainty and doubt and delay, and to show that we are capable of decisive action; that from the brutal loss of our leader we will derive not weakness, but strength; that we can and will act and act now.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">From this chamber of representative government, let all the world know and none misunderstand that I rededicate this Government to the unswerving support of the United Nations, to the honorable and determined execution of our commitments to our allies, to the maintenance of military strength second to none, to the defense of the strength and the stability of the dollar, to the expansion of our foreign trade, to the reinforcement of our programs of mutual assistance and cooperation in Asia and Africa, and to our Alliance for Progress in this hemisphere.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">….First, no memorial oration or eulogy could more eloquently honor President Kennedy&#8217;s memory than the earliest possible passage of the civil rights bill for which he fought so long. We have talked long enough in this country about equal rights. We have talked for one hundred years or more. It is time now to write the next chapter, and to write it in the books of law.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">I urge you again, as I did in 1957 and again in 1960, to enact a civil rights law so that we can move forward to eliminate from this Nation every trace of discrimination and oppression that is based upon race or color. There could be no greater source of strength to this Nation both at home and abroad.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">And second, no act of ours could more fittingly continue the work of President Kennedy than the early passage of the tax bill for which he fought all this long year. This is a bill designed to increase our national income and Federal revenues, and to provide insurance against recession. That bill, if passed without delay, means more security for those now working, more jobs for those now without them, and more incentive for our economy.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">…So let us put an end to the teaching and the preaching of hate and evil and violence. Let us turn away from the fanatics of the far left and the far right, from the apostles of bitterness and bigotry, from those defiant of law, and those who pour venom into our Nation&#8217;s bloodstream.</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>
<p><span style="font-size:10pt;color:black;">I profoundly hope that the tragedy and the torment of these terrible days will bind us together in new fellowship, making us one people in our hour of sorrow. So let us here highly resolve that John Fitzgerald Kennedy did not live&#8211;or die&#8211;in vain. And on this Thanksgiving eve, as we gather together to ask the Lord&#8217;s blessing, and give Him our thanks, let us unite in those familiar and cherished words:</span><span style="font-size:10pt;color:black;font-family:Verdana;"></span></p>

It was a strange stirring, a sense of dissatisfaction, a yearning that women suffered in the middle of the twentieth century in the United States</font><font face="Times New Roman">. Each suburban wife struggled with it alone. As she made the beds, shopped for groceries, matched slipcover material, ate peanut butter sandwiches with her children, chauffeured Cub Scouts and Brownies, lay beside her husband at night&#8211;she was afraid to ask even of herself the silent question&#8211;&#8221;Is this all?&#8221;</font></span><span style="font-size:8pt;"><font face="Times New Roman">For over fifteen years there was no word of this yearning in the millions of words written about women, for women, in all the columns, books and articles by experts telling women their role was to seek fulfillment as wives and mothers. Over and over women heard in voices of tradition and of Freudian sophistication that they could desire&#8211;no greater destiny than to glory in their own femininity. Experts told them how to catch a man and keep him, how to breastfeed children and handle their toilet training, how to cope with sibling rivalry and adolescent rebellion; how to buy a dishwasher, bake bread, cook gourmet snails, and build a swimming pool with their own hands; how to dress, look, and act more feminine and make marriage more exciting; how to keep their husbands from dying young and their sons from growing into delinquents. They were taught to pity the neurotic, unfeminine, unhappy women who wanted to be poets or physicists or presidents. They learned that truly feminine women do not want careers, higher education, political rights&#8211;the independence and the opportunities that the old-fashioned feminists fought for. Some women, in their forties and fifties, still remembered painfully giving up those dreams, but most of the younger women no longer even thought about them. A thousand expert voices applauded their femininity, their adjustment, their new maturity. All they had to do was devote their lives from earliest girlhood to finding a husband and bearing children.</font></span><span style="font-size:8pt;"><font face="Times New Roman">By the end of the nineteen-fifties, the average marriage age of women in America dropped to 20, and was still dropping, into the teens. Fourteen million girls were engaged by 17. The proportion of women attending college in comparison with men dropped<span>     </span>from 47 per cent in 1920 to 35 per cent in 1958. A century earlier, women had fought for higher education; now girls went to college to get a husband. By the mid-fifties, 60 per cent dropped out of college to marry, or because they were afraid too much education would be a marriage bar. Colleges built dormitories for &#8220;married students,&#8221; but the students were almost always the husbands. A new degree was instituted for the wives&#8211;&#8221;Ph.T.&#8221; (Putting Husband Through).</font></span><span style="font-size:8pt;"><font face="Times New Roman">Then American girls began getting married in high school. And the women&#8217;s magazines, deploring the unhappy statistics about these young marriages, urged that courses on marriage, and marriage counselors, be installed in the high schools. Girls started going steady at twelve and thirteen, in junior high. Manufacturers put out brassieres with false bosoms of foam rubber for little girls of ten. And on advertisement for a child&#8217;s dress, sizes 3-6x, in the New York Times in the fall of 1960, said: &#8220;She Too Can Join the Man-Trap Set.&#8221;</font></span><span style="font-size:8pt;"><font face="Times New Roman">By the end of the fifties, the United States birthrate was overtaking India&#8217;s. The birth-control movement, renamed Planned Parenthood, was asked to find a method whereby women who had been advised that a third or fourth baby would be born dead or defective might have it anyhow. Statisticians were especially astounded at the fantastic increase in they had four, five, six. Women who had once wanted careers were now making careers out of having babies. So rejoiced Life magazine in a 1956 paean to the movement of American women back to the home.</font></span><span style="font-size:8pt;"><font face="Times New Roman">In a New York hospital, a woman had a nervous breakdown when she found she could not breastfeed her baby. In other hospitals, women dying of cancer refused a drug which research had proved might save their lives: its side effects were said to be unfeminine. &#8220;If I have only one life, let me live it as a blonde,&#8221; a larger-than-life- sized picture of a pretty, vacuous woman proclaimed from newspaper, magazine, and drugstore ads. And across America, three out of every ten women dyed their hair blonde. They ate a chalk called Metrecal, instead of food, to shrink to the size of the thin young models. Department-store buyers reported that American women, since 1939, had become three and four sizes smaller. &#8220;Women are out to fit the clothes, instead of vice-versa,&#8221; one buyer said.</font></span><span style="font-size:8pt;"><font face="Times New Roman">Interior decorators were designing kitchens with mosaic murals and original paintings, for kitchens were once again the center of women&#8217;s lives. Home sewing became a million-dollar industry. Many women no longer left their homes, except to shop, chauffeur their children, or attend a social engagement with their husbands. Girls were growing up in America without ever having jobs outside the home. In the late fifties, a sociological phenomenon was suddenly remarked: a third of American women now worked, but most were no longer young and very few were pursuing careers. They were married women who held part-time jobs, selling or secretarial, to put their husbands through school, their sons through college, or to help pay the mortgage. Or they were widows supporting families. Fewer and fewer women were entering professional work. The shortages in the nursing, social work, and teaching professions caused crises in almost every American city. Concerned over the Soviet Union&#8217;s lead in the space race, scientists noted that America&#8217;s greatest source of unused brain-power was women. But girls would not study physics: it was &#8220;unfeminine.&#8221; A girl refused a science fellowship at Johns Hopkins to take a job in a real-estate office. All she wanted, she said, was what every other American girl wanted&#8211;to get married, have four children and live in a nice house in a nice suburb….</font></span></p>
<p style="line-height:15.6pt;"><span style="font-size:8pt;"><font face="Times New Roman">In the fifteen years after World War II, this mystique of feminine fulfillment became the cherished and self-perpetuating core of contemporary American culture. Millions of women lived their lives in the image of those pretty pictures of the American suburban housewife, kissing their husbands goodbye in front of the picture window, depositing their station wagons full of children at school, and smiling as they ran the new electric waxer over the spotless kitchen floor. They baked their own bread, sewed their own and their children&#8217;s clothes, kept their new washing machines and dryers running all day. They changed the sheets on the beds twice a week instead of once, took the rughoolag class in adult education, and pitied their poor frustrated mothers, who had dreamed of having a career. Their only dream was to be perfect wives and mothers; their highest ambition to have five children and a beautiful house, their only fight to get and keep their husbands. They had no thought for the unfeminine problems of the world outside the home; they wanted the men to make the major decisions. They gloried in their role as women, and wrote proudly on the census blank: &#8220;Occupation: housewife.&#8221;…</font></span></p>

			<content:encoded><![CDATA[<p><font face="Times New Roman"> </font><font face="Times New Roman"><span>            </span>One of the primary objectives of the foreign policy of the United States is the creation of conditions in which we and other nations will be able to work out a way of life free from coercion. This was a fundamental issue in the war with Germany and Japan. Our victory was won over countries which sought to impose their will, and their way of life, upon other nations. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman">To ensure the peaceful development of nations, free from coercion, the United States has taken a leading part in establishing the United Nations, The United Nations is designed to make possible lasting freedom and independence for all its members. We shall not realize our objectives, however, unless we are willing to help free peoples to maintain their free institutions and their national integrity against aggressive movements that seek to impose upon them totalitarian regimes. This is no more than a frank recognition that totalitarian regimes imposed on free peoples, by direct or indirect aggression, undermine the foundations of international peace and hence the security of the United States. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>The peoples of a number of countries of the world have recently had totalitarian regimes forced upon them against their will. The Government of the United States has made frequent protests against coercion and intimidation, in violation of the Yalta agreement, in Poland, Rumania, and Bulgaria. I must also state that in a number of other countries there have been similar developments. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>At the present moment in world history nearly every nation must choose between alternative ways of life. The choice is too often not a free one. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>One way of life is based upon the will of the majority, and is distinguished by free institutions, representative government, free elections, guarantees of individual liberty, freedom of speech and religion, and freedom from political oppression. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>The second way of life is based upon the will of a minority forcibly imposed upon the majority. It relies upon terror and oppression, a controlled press and radio; fixed elections, and the suppression of personal freedoms. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>I believe that it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>I believe that we must assist free peoples to work out their own destinies in their own way. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>I believe that our help should be primarily through economic and financial aid which is essential to economic stability and orderly political processes. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>The world is not static, and the status quo is not sacred. But we cannot allow changes in the status quo in violation of the Charter of the United Nations by such methods as coercion, or by such subterfuges as political infiltration. In helping free and independent nations to maintain their freedom, the United States will be giving effect to the principles of the Charter of the United Nations. . . .</font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>The seeds of totalitarian regimes are nurtured by misery and want. They spread and grow in the evil soil of poverty and strife. They reach their full growth when the hope of a people for a better life has died. We must keep that hope alive. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>The free peoples of the world look to us for support in maintaining their freedoms. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>If we falter in our leadership, we may endanger the peace of the world &#8212; and we shall surely endanger the welfare of our own nation. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>Great responsibilities have been placed upon us by the swift movement of events. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"><span>            </span>I am confident that the Congress will face these responsibilities squarely. </font></p>
<p style="margin:0;" class="MsoNormal"><font face="Times New Roman"></font></p>

			<content:encoded><![CDATA[<p>EXECUTIVE ORDER 9981</p>
<p>Establishing the President&#8217;s Committee on Equality of Treatment and Opportunity In the Armed Forces.</p>
<p>WHEREAS it is essential that there be maintained in the armed services of the United States the highest standards of democracy, with equality of treatment and opportunity for all those who serve in our country&#8217;s defense:</p>
<p>NOW THEREFORE, by virtue of the authority vested in me as President of the United States, by the Constitution and the statutes of the United States, and as Commander in Chief of the armed services, it is hereby ordered as follows:</p>
<p>1. It is hereby declared to be the policy of the President that there shall be equality of treatment and opportunity for all persons in the armed services without regard to race, color, religion or national origin. This policy shall be put into effect as rapidly as possible, having due regard to the time required to effectuate any necessary changes without impairing efficiency or morale.</p>
<p>2. There shall be created in the National Military Establishment an advisory committee to be known as the President&#8217;s Committee on Equality of Treatment and Opportunity in the Armed Services, which shall be composed of seven members to be designated by the President.</p>
<p>3. The Committee is authorized on behalf of the President to examine into the rules, procedures and practices of the Armed Services in order to determine in what respect such rules, procedures and practices may be altered or improved with a view to carrying out the policy of this order. The Committee shall confer and advise the Secretary of Defense, the Secretary of the Army, the Secretary of the Navy, and the Secretary of the Air Force, and shall make such recommendations to the President and to said Secretaries as in the judgment of the Committee will effectuate the policy hereof.</p>
<p>4. All executive departments and agencies of the Federal Government are authorized and directed to cooperate with the Committee in its work, and to furnish the Committee such information or the services of such persons as the Committee may require in the performance of its duties.</p>
<p>5. When requested by the Committee to do so, persons in the armed services or in any of the executive departments and agencies of the Federal Government shall testify before the Committee and shall make available for use of the Committee such documents and other information as the Committee may require.</p>
<p>6. The Committee shall continue to exist until such time as the President shall terminate its existence by Executive order.</p>

<p align="left">(1) We—the President of the United States, the President of the National Government of the Republic of China, and the Prime Minister of Great Britain—representing the hundreds of millions of our countrymen, have conferred and agree that Japan shall be given an opportunity to end this war.</p>
<p align="left">(2) The prodigious land, sea and air forces of the United States, the British Empire and of China, many times reinforced by their armies and air fleets from the west, are poised to strike the final blows upon Japan. This military power is sustained and inspired by the determination of all the Allied Nations to prosecute the war against Japan until she ceases to resist.</p>
<p align="left">(3) The result of the futile and senseless German resistance to the might of the aroused free peoples of the world stands forth in awful clarity as an example to the people of Japan. The might that now converges on Japan is immeasurably greater than that which, when applied to the resisting Nazis, necessarily laid waste to the lands, the industry and the method of life of the whole German people. The full application of our military power, backed by our resolve, will mean the inevitable and complete destruction of the Japanese armed forces and just as inevitably the utter devastation of the Japanese homeland.</p>
<p align="left">(4) The time has come for Japan to decide whether she will continue to be controlled by those self-willed militaristic advisors whose unintelligent calculations have brought the Empire of Japan to the threshold of annihilation, or whether she will follow the path of reason.</p>
<p align="left">(5) Following are our terms. We will not deviate from them. There are no alternatives. We shall brook no delay.</p>
<p align="left">(6) There must be eliminated for all time the authority and influence of those who have deceived and misled the people of Japan into embarking on world conquest, for we insist that a new order of peace, security and justice will be impossible until irresponsible militarism is driven from the world.</p>
<p align="left">(7) Until such a new order is established and until there is convincing proof that Japan’s war-making power is destroyed, points in Japanese territory to be designated by the Allies shall be occupied to secure the achievement of the basic objectives we are here setting forth.</p>
<p align="left">(8) The terms of the Cairo Declaration shall be carried out and Japanese sovereignty shall be limited to the islands of Honshu, Hokkaido, Kyushu, Shikoku and such minor islands as we determine.</p>
<p></font><font face="Times New Roman"></p>
<p align="left">(9) The Japanese military forces, after being completely disarmed, shall be permitted to return to their homes with the opportunity to lead peaceful and productive lives.</p>
<p align="left">(10) We do not intend that the Japanese shall be enslaved as a race or destroyed as a nation, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon our prisoners. The Japanese Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Japanese people. Freedom of speech, of religion, and of thought, as well as respect for the fundamental human rights shall be established.</p>
<p align="left">(11) Japan shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those which would enable her to re-arm for war. To this end, access to, as distinguished from control of, raw materials shall be permitted. Eventual Japanese, participation in world trade relations shall be permitted.</p>
<p align="left">(12) The occupying forces of the Allies shall be withdrawn from Japan as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Japanese people a peacefully inclined and responsible government.</p>
<p align="left">(13) We call upon the government of Japan to proclaim now the unconditional surrender of all Japanese armed forces, and to provide proper and adequate assurances of their good faith in such action. The alternative for Japan is prompt and utter destruction.</p>
